[MCPE-95335] Bone meal is not consumed when growing small grass to tall grass

*Steps to reproduce this bug: *
1) Use bone meal on small grass
2) Small grass grows to tall size without using bone meal

If i am wrong is this a feature or a bug?

Can confirm, and the same thing happens when bonemealing ferns (it becomes a large fern, but the bonemeal is not consumed).

After some further testing, it turns out that bonemeal sometimes gets consumed, but most of the time it does not.
