Wither won’t spawn

Cannot Reproduce

I saw a post saying the wither wouldn’t spawn in mcpe worlds made before 1.16, which happened to me, but I can’t even spawn one in a new world using soul sand and heads.

Is mob spawning turned off the the world, or is the difficulty set to peaceful?
