Ruined portal can break bedrock on Certain Seeds

A particular seed can break bedrock only with the ruined portal generation. This is very strange.

Step to reproduce:

1. Create world using seed: 1628586759,

2. Go to coordinate to 338 15 795 or teleport,

3. You can see with top the bedrock breaked by ruined portal

Observed results:

The ruined portal breaks a bedrock. This seeds breaks 23 times.

Expected results:

The ruined portal shouldn't break a bedrock.
