The two times I saw pillagers as vindicators they were both alone. Both had an axe and started attacking me with the axe. The second had a banner and gave me the bad omen effect when I killed him. I didn’t get any drop that a normal vindicator would drop.

Both Pillagers and Vindicators can spawn as a Patrol captain - especially if you were playing on hard difficulty, Vindicator captains spawn more often.
