Witch huts will only spawn 1 witch instead of 1 to 4 witches at a time.

However, this issue is Working as Intended.
The issue you have reported is working as intended: Witch spawns have been limited to 1 at a time since Java Edition 1.13. See MC-136515.

All structure spawns are 1-at-a-time in a Bedrock Edition afaik. Pack spawning does not apply to structure spawns.
