Brand new anvils break after only 4 uses

Anvil becomes very damaged after 2 uses and breaks on 4th.

It is a probability that anvils will deccrease. Some anvils could last a ling time, and other anvils will break after 4 hits. The durability also depends on how many times you have broken and placed the anvil, as well as how many blocks it has fallen before.

No, this anvil has been made and placed down. Nothing else

Then you probably got very unlucky and your anvil took damage each use. Has it happened multiple times in a row?

Oh, that's an important difference! Realms have their own vanilla resource pack, which might be why they're different. I'll test in that environment when I get the chance.

I set up 10 new anvils in a Realm and began using them to repeatedly change the name of an axe, recording the number of times I was able to do that before the anvil broke. My plan was to do all 10 to get a sense for the distribution, but after the first 4 I felt like I needn't bother, because the scores for them were: 11, 18, 14, and 39. It seemed obvious none of them were going to result in an average anywhere like 4.

I thought the larger than expected numbers of uses might be due to my only using the anvils to rename, not to repair. So I switched to repairing a bunch of damaged iron helmets. I got up to 22 repairs on the first anvil before I decided there was no point continuing.

So to summarize, I'm unable to reproduce your issue, even when repairing iron armor in a Realm, the exact thing you said you are doing. It's possible confirmation bias is making it seem like you're only getting a few uses per anvil before it breaks, but you're really getting more. At this point I can only ask you to keep a record of the actual number of uses you get from each anvil for a while, and if it's as low as you've been thinking it is, we'll have to decide what to do about it at that time.

Since it's likely to take you a good while to gather enough records to definitively demonstrate that there's a problem with anvils in Realms, I will temporarily close this report pending your response. If you choose to keep those records, simply report your findings in a comment and the ticket will automatically reopen. If you don't reply for a long time and don't update the affected versions, one of our workflows will comment asking whether this is still a problem, and if there's no response we'll close the report permanently as Cannot Reproduce. So if you decide not to pursue this problem, you can tell us so or just take no action and we'll close it out eventually.
