Update on this issue:
As mentioned in this comment, it may be possible to resolve this issue by updating to the latest available drivers for your graphics card. Please try that and let us know if that resolves the issue.

Hello Mojang or related,
I have found an issue when I enable RTX my game begins to act strangely. The bottom half of the window no longer renders, and the top half seems to be split into three different zones with different rendered "filters".

Can confirm I have the same issue even though my GPU is different (Quadro RTX 5000) and it happens on all the maps I tried as well as my own resource pack. Reinstalling minecraft didn't fix things either.

Okay manually updating the drivers fixed it for me (had to download it from nvidia's website). For reference, I am now now running driver version 452.06 .
It looks like a fix may have gone out for this in the 1.16.30.53 beta. Is the issue still occurring?

Can you please check that the map you are using has the latest Marketplace update, and also your Nvidia graphics card drivers are the latest?
