Since the last few updates, whenever I put the game into full screen (at least when hosting a game myself) the game slows down to an unplayable extent, fails to register button inputs, or sometimes they're either extended (meaning it acts as if the button is being held down) or delayed. The title screen is fine in full screen, I can join servers just fine in full screen, I can join others just fine, but when I host my own game, even if multiplayer is disabled, this happens now. Not only does my game slow down, but it's almost like it sabotages my entire PC. If I'm in a call, nobody can understand me when I speak in Discord and I can't understand them. Even if I'm not in a call, this still happens, so Discord isn't the problem. I can't minimize the game without ctrl alt del (and even that doesn't work sometimes), and it just doesn't run well. I've tried uninstalling reinstalling the game, and Google searches haven't been useful. The only way I can play by myself now is if the game is windowed, which I've noticed can also impact performance for some reason. I'm not sure when exactly this started happening or why, but I know that I'd rather go back to playing the game in full screen.

Minecraft uses a lot of CPU resource on my desktop computer, too, but a lot of it is going to the Game Bar. Have you tried disabling the Game Bar? (Search Settings for it.) An especially burdensome function of the game bar is making a continuous copy of the screen, for when you use he "Record That" function (which saves the last 30 seconds of screen output to a file). You can turn off that function to save all the processing power it wastes.
Given that Minecraft is somewhat of a resource hog, you might also be trying to keep too many apps running at once. Running MC in fullscreen should actually make it run faster, because Windows doesn't have to emulate the screen for it and it can just write directly to the screen buffer. But when you run MC fullscreen, all other apps run with emulated video, and if another app is streaming video, emulating that can eat up a lot of CPU power too.
