I can no longer remove resource packs on the server. Whenever I remove them from the server, they are reloaded when the world starts up. If I download the world and play in the single player game everything works, if I then upload the world again and start it loads all packages again. Reinstalling mincraft doesn't help either. Your server always reloads all packages, including those that were deactivated until the start

Yes I am. If you download the world and play in a single player game, the deactivated packages remain outside, but as soon as you upload the world back to the realm and start the server also reloads the deactivated packages. The server loads all packages with which the world was originally created.
It is not possible to play on the realm with the deactivated resource packages. Even if you activate other packages, these will be deactivated by realm and the original packages restored. In the single player game everything works fine, only on the server.
My texture packs won't load right, either. I can't remove them, they just keep reappearing. I've tried restarting, reloading, re-downloading. They show up double in my Options menu, and both versions automatically pop up in Active as soon as I exit and re-enter the settings menu. It happened just after the most recent update.
Which texture packs do you have? Mine are Chroma Hills HD and Natural Minecraft.
