Ever since 1.10, I've been trying to get rid of resource packs from my realm. In the past, all I had to do was download the world, or a backup of it, go into the settings for that world copy, and just remove the resource packs, be it a texture pack or a shader, then simply "Replace World" in the realm settings with the newly Vanilla map settings, and tada!
But now despite doing all that, for some odd reason whenever I upload the world back on, it asks if I want to download the resource packs. While convenient that I can simply refuse, its frustrating that I can't completely remove them. At all.
I've tried resetting my game via Windows' Settings app, which got rid of resource packs I had installed locally, but when I download the realm world, they obviously get downloaded as they are still active on the realm world.
Still, I try removing them, joining the world locally, to make sure it doesnt load the resource packs again nor ask if I want to. And its fine! Vanilla textures are loaded, along with vanilla shaders. 'Sauceum!
But again, when I reupload that same world that I JUST got done verifying didnt load nor ask to load resource packs, does just that. Again. As stated above.
Someone had suggested here to rename the world copy. Which I tried. I've tried giving it completely different names. No avail. What gives? I can't find any more info on this specific issue.
I've attached a photo of the offending Resource packs. As you can see, they are not "Active" packs. Merely "Available" packs. In the past, this meant the realm wouldn't bother even asking if the user wanted to download them. It simply allowed them to connect with default resources.

I know this is a old post but Im having this exact same problem right now. I had issues with LITHOS HD TEXTURES so I took it off my active textures. I have to completely shut down the game and restart it to get that pack off. I havent played MC in a while and loaded the game up today and again its in active textures. I CAN NOT GET RID OF THIS TEXTURE PACK and it keeps activating itself. Also Im certain this is the TEXTURE PACK my realms keeps telling me to download because I completely uninstalled the game and reinstalled it, and I know I did not redownload that texture since its a big pain in the ass.
@juan perez im also having that same issue aswell. i noticed we both have detailed player animations (which i downloaded) and "PrietoLand" (which i didn't download and just showed up) i was able to add and remove addons up until prietoland showed up. cant seen to find the file for it. as of now my realm is locked as-is. with its current addons.
update: i've cleared out my resource and behavior pack folders and reloaded mincraft. i understand that obviously they have not been deleted from my realm, but looking at my packs, there seems to be extra resource packs on there that i did not add. (as suspected Prietoland is among one of them) if i removed all my packs then they should all be "missing" with nothing remaining.
[media]Still occuring in 1.16.220. In my case PureBDCraft is active in the Realm but it's not listed under Active Resource Packs, so I can't disable it or change for another Resource Pack. REALLY ANNOYING.
Even tried to download the entire Realm (800mb+) and reupload without any resource pack attached, but then Minecraft always returns an error after staying in "Initializing upload" for ages when trying to upload it back to Realms. That, too, is an entire other bug that came into play recently...
All this worked flawless months ago. I really don't understand what Mojang or Microsoft is doing that is breaking so many things. I hope this can be fixed really soon.
Me too, and in my case it has REALLY messed us up:
I just wanted to try out an RTX texture pack on our realm, with one PC that is capable of it. Without warning, it a) uploaded the texture pack to the realm, b) offered that pack to everyone including iOS players, even though those devices aren't even remotely RTX capable (c) I'm assuming my kids chose "accept and download" like they're accustomed to doing) ... and now they have broken rendering that I can't fix. I can't deactivate the texture pack (no UI to do that), and I can't even upload a copy of the world without the texture pack (because that hangs at the "Initializing upload" stage - I've tried that both from a PC and from an iPhone).
@Andrew Godfrey - exactly! I also tried to test a RTX texture pack and, if my memory doesn't fail me, all the problems began after that!
Issue confirmed.
