I wass messing around with phantoms and border blocks and found out that thry can burn if tgere is a ceiling above them but the ceiling needs to be at Y = 255 in order for tgem to burn. Observe the image

Confirmed in 1.16.40 on Windows 10. This happens because placing any block at y=254 or y=255 creates a source of sky light that will burn Zombies, Drowned, Skeletons and Phantoms. Attaching a video.
[media]The underlying issue here was resolved as "Won't Fix" in MCPE-1067. However, this ticket raises a new problem related to daylight mechanics at the build limit.
