Cannot place jeb_ name tag on a sheep in realms

When I am playing on a realm I own I cannot place the jeb_ name tag on a sheep. 

1. I ceate a name tag and name it"jeb_" in an anvil.

2. 2. I place the name tag on a sheep.

3. 2. The sheep does not change color, and the name is displayed as "####".
