Mismatch of player permissions between Realms management section and in-game section

Only one confirmed case so far but this could be catastrophic. 

I am the realm owner.

Our realm is set to make all new players Visitors. A new player entered and was able to build and interact with objects. The in-game permissions level showed the player as a Member (should be Visitor). I checked the player via the Realms management, outside of the game world and the player was shown as a Visitor. Upon reapplying the Visitor status in the Realm management, the player was moved to Visitor mode. 

The concern here is that others may join and have building rights when they should not have.

How did the player join the Realm when they were added as a visitor? The Realm level permission and the world level permission can be out of sync depending on how players join and whether in game commands are used. 

This issue has changed shape in the last few months and is now more constant.

The realm is set to add new players as Visitor. They all join using the supplied code. All new members are actually joined as members and have member access to the realm. At some unknown point, often the next day, the players are switched to Visitor. I know this as I have had many new players recently and they all come to me asking why they have been switched to visitor mode. I explain that it is a bug. This happens to every new member so I can reproduce this.
