When my friends type in chat I can see their messages. If someone who isn't on my friends list types in chat I don't know if they typed anything because I cant see their message only people I'm friends with.

This is by design. You have your Xbox Live settings set where you can only see messages from friends. You will need to go into your Xbox Live settings and change this. If you have a child account, your parent will need to enable messages from non-friends.
