When loading my realm it won't load with my texture pack I've chosen despite it showing that it active it's just the original textures.
In addition, the "Require players to accept resource packs" option will not stay on when these packs are used.

update: I think I might have found a work around for getting the texture packs to work that might be helpful if you’re still having trouble getting the Modern HD texture pack to work!
After what seemed like an hour of just trying to get the Modern HD pack to work in my realm and activating and deactivating the pack multiple times, and having it come up with an error which I will attach a picture of, I thought

of trying a bunch of the other realms plus packs and found that even some of those packs weren’t working for my realm… anyways after trying one of the realms plus packs over and over again after getting that content not applicable error, finally one of them stuck, and allowed me and my members to download and we could see that texture pack, even though previously it said error like five times before it finally stuck.
So what I did was I activated a realms plus pack on my activated world in use on the realm, went back to the realm page where it shows the two other worlds you can activate, went back into the activated realm edit menu, deactivated the realms plus texture pack I had just activated and required all players to accept, and went back into the realm page showing the other two worlds you can activate, again going back into the realm world edit menu and activating the Modern HD texture pack, and just repeating that process like singularly, even the require players to accept box needed to be checked and the only edit made before you back to the home screen and repeat the process again if you need to make another change to the active world for the realm…. if that makes sense? I feel like it’s not saving all the edits made to the world. So if you do everything step by step one at a time, it works. I’m not good at explaining things so this might not make any sense but it worked for me and everyone who joined my realm after I finally got the “require players to accept box to stay checked. It may seem unnecessary, but it’s the only thing that worked for me, and trust me, I tried a lot of things
Im having the same issue but now its with EVERY pack that doesnt use an addon, I dont know if this is something minecraft changed but one day my bedrock tweaks, my texture pack that changes the soul lantern, and my better flowers texture pack have just completely stopped working and ive tried everything to fix this.
This issue appears to be persistent through 1.20. In fact, the load order for resource packs seems to be bugged in general, regarding textures.
Here is what I have found:
I use the marketplace "Faithful" texture pack as a base and then I have my own customizations that I place above it in a load order. My customization pack contains edits to textures, text names, and music disc audio. When loading these two resources together in a local world, everything runs smoothly. When I try to run these resources together in my 10-player Realm, the Faithful pack textures override my customizations, even though they are above it on the load order. However, the text name changes and the music disc audio remain unaffected. This issue seems to lie exclusively with the textures, regardless of load order.
If you use two marketplace texture packs in a realm, the highest most one will load correctly. However, I have noticed performance issues as if the realm tries to load both texture packs. I've tried playing around with multiple json files regarding textures to no effect.
Edit: Forgot to mention that my custom pack also changes painting textures, which still override the Faithful pack when the other textures do not.
Persistent in Realms on 1.20.1 as well.
Same issue with Mizuno and our custom pack. Mizuno loads great but our custom pack only loads the custom sounds and text labels. None of our custom textures in our pack load.
There are multiple reports about similar bugs reported. It's been six months. Please assign and fix this bug. Thank you.
Resolving this as CR as we can no longer reproduce this bug.
If this is still an issue please remake the bug report and include detailed reproduction steps, as well as a video showcasing the bug.

Owner of the realm I'm playing on is also having this problem, with a texture pack they paid for. Before the update yesterday, I would also be able to use that texture pack in the world (but not interact with it in settings etc. as I do not own it myself). Now, despite realm owner removing and reapplying the texture pack to the world, and clearing the cached items, the texture pack intermittently shows for him but mostly not, and still never for me.
Eta. Realms Plus texture packs load fine when applied to the world for both realm owner and myself (who doesn't have Realms Plus).
Eta2. Realm owner found that the checkbox to require all players have a texture pack, is visually unchecked, and keeps resetting to visually unchecked when checked and the settings saved, but behaves the other way around. In order to use his purchased texture pack, and myself use one I own, in the world settings he had to check and uncheck that box. It may have been behaving this way prior to the update, as he never touched that setting before but I was still required to download the texture pack he was using for the world (which the game previously allowed be to do without purchasing it myself).
