[WEB-1440] Random Feedback on Feedback Website is not truly random

What I expected:

Random Feedback selects 3 feedback posts randomly out of all submissions

What happens instead:

Random Feedback only selects the top-rated suggestions with thousands of upvotes and never any underrated "hidden gems", which defeats the purpose of the function.

I can confirm this. It does pick the top rated post and sometimes overlaps with announced features.

I also wanted to add that checking the link below it "See all submitted feedback" shows only the most recent votes, so older votes are left forgotten forever. There is also no "Random" filter in the filter selection.

I am not sure if this resolution is satisfactory. Does this mean the Feedback Site will never have an option to see random posts? We are stuck only seeing announced/under review feedbacks?
