I just opened the 20w10a article and I noticed that I couldn't scroll.
I had a look at the css rules and notice that the body element had the "modal-open" class which gave it the "overflow: hidden" rule.
After opening the homepage, then opening the article page again, the issue seemed to have been fixed. I have not been able to reproduce.

I've seen people complaining this who tried both Edge and Firefox. I cannot reproduce this by myself, however.

Can confirm on Firefox 77.0.1 with the Pixel pools article.
An attachment with a disallowed file extension has been removed from this ticket.
Executable files and documents are not allowed as attachments.
Please attach crash reports, log files and screenshots as they are instead of pasting them into a document.

If so I can scroll perfectly fine. Perhaps it was the browser you were using at the time conflicting with the web-page?
