There are no 2 bugs. Look at it better. Season Pass includes the same items as Ultimate DLC Bundle. Ultimate DLC is doing the same. But there is only one bug: The prices of DLCs are the same.

Actually yes, it is a bug, it's unnecessary to say it twice, and its not a bug that the prices are the same, I own some of the content in the Ultimate edition bundle so the price is discounted to reflect that.

Given some of our other priorities we've decided not to proceed to fix this bug. If you buy just ultimate edition you will get all DLCs 🙂

Fair enough, not like it's preventing proper function, it just takes up more room than it needs to.
