Media files can only be uploaded via commenting

Previously, it was possible to upload attachments (screenshots, videos, etc.) directly to the report itself, but now if you want to attach any media to an issue, you must leave a comment and attach the files there instead. While it is still possible to share the link to a screenshot/video in the OP, this is inconvenient.

Steps to reproduce:

1. Create an issue.

2. Look for an option to attach media files (pictures, videos, etc) in the description box.

3. Look for the option to attach media files in the description box of a comment.

Observed results:

There will be a button that allows the user to upload/attach media files, but only whenever they’re leaving a comment.

Expected results:

The option should be available whenever you’re either leaving a comment or creating a new issue.

Correction: This only appears to be the case for the WEB, REALMS, and Launcher projects.
