Page number selector loads infinitely

Due to some unknown backend changes, this bug has been reintroduced. This bug makes the site virtually unusable.

Steps to reproduce:

• Go to the bottom of the page within any project.

Observed results:

The bar that usually pops up and lets you scroll through pages is gone and instead replaced by an infinite loading symbol.

Expected results:

You should be able to scroll through pages.
