Just tested this out on a newly genned 1.8.2pre7 world, right at the very corner of the world. Ended up placing an item frame inside the world border "block" itself. So this issue still persists in new snapshots.
Those are my screenshots Redstonehelper 😛 The lighting may be caused by the 40x40 bedrock cube floating up at 255 that I built on my server.
Funny, I can read it just fine without any annoyances.
I forgot that even rain is affected. It doesn't fall from the sky though. It actually emanates from the ground and shoots up out of the ground in the corner of every block. Attached a picture of it.
By they way, sorry about all the edits in the History of this, I'm new here.
Also, I just now discovered that sticky pistons lose their grip on blocks if they get powered by a quick pulse. I set up a chain of observer blocks about 10 deep, put a redstone dust at the end and made a left turn with the observer blocks to test "wiring" using observers. Come to find out the damn thing pushes the glass block I used away when I trigger the observer, then grabs it and pulls it back down the next time I trigger the observer. I thought this was something that was fixed before?
