To add some possibly confusing context, the official bedrock download page https://www.minecraft.net/en-us/download/server/bedrock does not contain a Linux binary for the new 1.21.101 update, the windows binary works, but the linux binary is still on 1.21.100.7
I believe someone at Mojang has simply forgotten to compile the linux release of the new update, hence the OP’s server doesn’t auto-update because their host runs the server on Linux.
