I have had this issue as well @Chase. The snow on my world which dates back from 1.14 has been messed up since an early snapshot of 1.16. As Chase describes the snow and rain can appear below ground and this actually isn't just a visual glitch. Snow can be produced underground or in buildings. The snow outside falls in strange lines that have no pattern. In the negative space, there is simply no weather at all.
There needs to be some kind of fix in a snapshot which checks the biome and then implements the correct weather across every block. Sort of a one time fix but I don't know what other option there is since this is so rare and only prevalent on apparently older worlds.
