The bug
While the player (or an entity, such as a villager) picks up an item and it is raining, the rain will be visible through all, even solid, blocks. This only seems to happen when clouds are turned off and graphics are set to fancy.

This happened both on a new world and on a world I've been playing for a while (no mods, resources packs...)

Also, I'm tempted to report the bug reporter, because no matter how thorough I try to find duplicates, I always fail. Or maybe I should report me as a bug…?
I was able to reproduce this bug in the final release of 1.15
The video is a bit laggy, but I showed the debug screen at the beginning of the video. Near the end, I show that the rain renders through stone when picking up a block
The bug only appears for me when my Graphics are set to Fancy. Fast doesn't make it happen.
It's happening whether graphics is set to Fancy or Fast. Same with All the particles' options.

I was finally able to confirm this.
It's still unclear to me when exactly this issue occurs and why I wasn't able to reproduce this previously, but to me, it seems to be linked to the "Clouds" setting - it only happens if clouds are turned off and if graphics are set to fancy.
@violine1101 seems to be right. I was experiencing this bug when my clouds were off. Turning clouds to Fast or Fancy fixes the problem. Changing graphics from Fancy to Fast didn't seem to make a difference to me though.
(This test was carried out in 1.15.2)
Maybe it has something to do with MC-161917? This bug means rain doesn't show up behind clouds, and if you turn clouds off you see rain when you pick up items.
Confirmed in 20w17a and you don't need to take anything to reproduce it : rain is rendering naturally indoor no matter what.
I've tried changing the cloud set to off, fast and fancy. Unfortunately, the rain still appearing in the cave.
Somehow if you destroy the block that is affected by the rain in the cave and placing it with another block(can be the same block), the rain stopped appearing in that block only.

The version of Minecraft that I use is 20w17a.
It seems to matter whether the clouds render. When clouds are off, the rain shows inside even when render distance is extremely high. However, when I set my render distance to 2 chunks, the cloud (and graphics) settings no longer matter; it always shows the rain inside. This stops with a render distance of 4 chunks. Since this was done at y=66 (and 4x16+66 = 130), it seems like I’m changing whether or not the clouds are loaded.
I failed to recreate this issue on my singleplayer world, so it could be a multiplayer issue (or exacerbated by poor connection?)
I've Seen This Bug Too, The Only Way To Stop It Before This Bug Is Fixed Is To Just Break And Replace The Block The Rain Is Falling Through.
Confirmed for 20w21a... The rain goes through the dirt and wooden slabs, through glasses as well.
Fixed in 20w22a, but raindrops disappear when picking up an item, even if you are on the surface.
@Artyom I have tried picking up items on the surface and rain isn't disappearing. What settings did you have on?

When playing a world that I first created in an earlier 1.16 snapshot (the one where bastions were added, which I think is 20w16a) and it was raining, I noticed this exact issue, as well as that there were large gaps between the snow/rain showers and that the rain would stop at a certain y-level, regardless of how much air/surface came before it. Changing the Graphics settings and/or Clouds settings does NOT help the issue. Optimizing the old world doesn't fix it either.
Based on my analysis, this only happens when playing older worlds (not sure how old) but when I loaded a new world in 1.16 pre5, the rain was working just fine. Also I loaded a world from a relatively recent snapshot (I think this one is 20w21a) and the rain/snow was working well too.
Not absolutely sure how a world being loaded from a certain previous version would mean these issues, but I guess one place to start looking is the .dat file, as it bears in mind if a world was created in a certain update. Just an assumption.
This issue currently exists in 1.16 pre5.
I have had this issue as well @Chase. The snow on my world which dates back from 1.14 has been messed up since an early snapshot of 1.16. As Chase describes the snow and rain can appear below ground and this actually isn't just a visual glitch. Snow can be produced underground or in buildings. The snow outside falls in strange lines that have no pattern. In the negative space, there is simply no weather at all.
There needs to be some kind of fix in a snapshot which checks the biome and then implements the correct weather across every block. Sort of a one time fix but I don't know what other option there is since this is so rare and only prevalent on apparently older worlds.
If you have REAL snow underground you opened your world in a corrupted snapshot (20w17 or 18 I think). It has been fixed but the fix just prevents the corruption from happening to your world it doesn't fix it if you already have it. There is a fix for it but I forget offhand (something about clearing buffers in the open world screen?)

Can someone else who experienced this before confirm that this is no longer an issue as of snapshot 20w30a?
Cannot reproduce in 1.16.3 either - presumed fixed. The lack of duplicates since pre5 is also pretty indicative.
From what I could tell, I have not seen this bug since 1.16.3, although it will require more testing
Could you attach a short video of the issue? I was unable to reproduce.
Also, does this only happen in older worlds or in a newly created world as well?
