What do you mean by "hub"? Do you mean the server lobby?

Maybe it has something to do with MC-161917? This bug means rain doesn't show up behind clouds, and if you turn clouds off you see rain when you pick up items.

It sounds like somethings up with your firewall, or you unchecked the option for Minecraft to interact with private networks when you first ran it.

This is an intended feature.
