It seems to matter whether the clouds render. When clouds are off, the rain shows inside even when render distance is extremely high. However, when I set my render distance to 2 chunks, the cloud (and graphics) settings no longer matter; it always shows the rain inside. This stops with a render distance of 4 chunks. Since this was done at y=66 (and 4x16+66 = 130), it seems like I’m changing whether or not the clouds are loaded.
I failed to recreate this issue on my singleplayer world, so it could be a multiplayer issue (or exacerbated by poor connection?)
