It seems that there are no issues within Minecraft's servers. It might be because your friend has a weak internet connection.
It would be helpful if you provided more info about your problem.
You can Bone Meal Sugar Cane on all the legacy Console editions and on Bedrock edition...we should be able to Bone Meal Sugar Cane in Java.
