I have a similar issue when I try to download PureBDcraft texture pack update.
At time I write this, my Switch has 11,8 Gb free system memory and 16,2 Gb free sd card memory. When I try to download the update I get the message "Not Enough Space - 278MB". If I try again - same message appears but this time there is 556MB required. The value increases every time I try to download the texture pack.
The same thing happened after I deleted the old version of PureBDcraft. So I'm not able to use this texture pack on Switch anymore.
Here are some more infos:
At the moment Minecraft consumes 1GB SDCard space and 2.6Gb SaveData in system memory on my Switch.
The SaveData is split into 3 user:
U1: 2,0 GB
U2: 577 MB
U3: 32,3 MB
