Same issue here. Fully explored a Woodland Mansion Map that was purchased from a cartographer villager. We bought a woodland explorer map from a different villager than the first. It was the same map as the one we had already discovered! Located an undiscovered village, bought another woodland explorer map and it was again the same map that had previously been discovered and explored. Created a new village and bred a new cartographer. The map brought from him was the same as every other map that was bought and already discovered and explored.
