After looking at other threads, I have a theory as to what causes this: the game will sometimes fail to retrieve some of your account info, and when it fails it falls back to not allowing it at all. Could be Microsoft’s end not providing enough information about the error, or could be mojang not recognizing the failure/not handling it very well.

In most cases this was reported after account migration, so details probably hadn’t propagated through the whole system yet. In my case, I changed my gamertag earlier in the day which can take 1-3 days to fully propagate. I just waited 24 hours to try again and it works fine now.

This entire thread and string of duplicates is a little maddening to look through as someone who just encountered the same issue. I, like many other posters, have also verified that my account settings are set to enable all communications and that my in-game chat is ‘shown’. I did not go through account migration, and the realm completely fresh/vanilla with no addons installed. This is not a resolved bug.
