If you are experiencing this issue, it is most likely caused by one of the following:
You have disabled online chat in your Xbox Privacy settings. Go there and ensure that "You can communicate outside of Xbox Live with voice & text" is enabled.
You have hidden Chat in your chat settings, or disabled all chat except for commands. To fix this, go to "Options → Chat Settings → Chat" and set it to "Shown".
You're playing on a modded server that's preventing you from chatting. In this case, contact the server staff for assistance.

This feature is a vanilla feature. The chat.cannotSend message is sent by the net/minecraft/client/MinecraftClient#openChatScreen method (yarn's mapping for 20w51a).
I'm not entirely sure what causes this issue, and it might be a misconfiguration on the user's side or a bug. I assume it's the latter and reopen the ticket, but feel free to close it again.
This sounds like it could be being caused by Microsoft privacy settings.

This entire thread and string of duplicates is a little maddening to look through as someone who just encountered the same issue. I, like many other posters, have also verified that my account settings are set to enable all communications and that my in-game chat is ‘shown’. I did not go through account migration, and the realm completely fresh/vanilla with no addons installed. This is not a resolved bug.
After looking at other threads, I have a theory as to what causes this: the game will sometimes fail to retrieve some of your account info, and when it fails it falls back to not allowing it at all. Could be Microsoft’s end not providing enough information about the error, or could be mojang not recognizing the failure/not handling it very well.
In most cases this was reported after account migration, so details probably hadn’t propagated through the whole system yet. In my case, I changed my gamertag earlier in the day which can take 1-3 days to fully propagate. I just waited 24 hours to try again and it works fine now.
What is the bug here?
