I just put the info for this bug report on MC-214844. It will likely have to be reopened. But it is also entirely possible that this is intentional.

This can also occur in sand-covered ocean biomes and appears to be throughout the entirety of the ocean biomes, with some random exceptions.

The patch notes do say that there are 4 common types (cyan, yellow, brown, pink) but it also says that there is one rare type, blue, but it could be a little bit more common, or else it might be forgotten. I'm going to reiterate that the blue axolotl does exist but is very rare.

I didn't retexture it, I'm not that skilled, but if you keep spawning them you will eventually find it too.

It is definitely too rare. But maybe you should rename the report or, create a new one saying that it is too rare rather than non-existent.

It does exist but is very rare. It also spawns with the egg or bucket but is, if I had to guess, 1 in 500 chance.
