This may have come around from a possible oversight when the chat system was reimplemented. It definitely took us a while to work out why whispers were broken - it's because sendCommandFeedback is disabled due to spam. As chat and commands take two separate classifications client-side (Chat and Commands) in the Chat settings, it should not be affected by the sendCommandFeedback rule on the server when sending whispers.
Would be great to see this corrected so we can chat properly again!
