It's still a bug regardless of optifine.
It's reproduceable in vanilla. I added new screenshots.

This is from Java Edition. In the report it say bedrock beta, but in the summary java. Don't know which it is referring to, but this is from java. I have not looked at bedrock.
I know why this is happening. Here is the piglin bartering loot table from 20w19a and the one from 20w20a. In 20w19a, you can see: {

In 20w20a this does not exist. It also does not exist in every snapshot, pre-release, and update to 1.16.1. And if it isn't in the loot table, then it isn't in the game. Whether it is a bug or not I do not know. But this is why you can't get netherite hoes from piglins. I checked every version. Last place you could barter for a hoe is 20w19a.
Can someone say why this is the way it is supposed to work?
