Well, maybe more than a minute. I'm in the overworld in Hardcore mode right now, and the bug isn't appearing. I first observed it in the Nether, with a Potion of Fire Resistance II (drunk, not splash). It may only happen there.
Pointing at an inventory item displayed the potion effect and remaining duration. Pointing anywhere else showed the empty box for the effect, but not the effect or countdown.
I looked at the issue this case is marked as a duplicate of (MC-35643). That issue includes this one, but I'm not sure it is this one. I experienced this specific bug without the symptoms of the other case in 1.7.2.
I suggest separating and reopening this issue. Will post screenshots shortly.

This just happened to me, or I just noticed it rather, it could have happened anytime in the last 40 minutes. I'm on minecraft 1.6.4, and have a 1000 meter track built at level 10. It's been fine for several weeks, but last night I logged off with the minecart sitting against a stone brick wall on an unpowered booster rail, and when I went to ride it today it was gone.
One other note that might be relavant. When I left and reentered the world, I was on the surface, but at the same x and z coordinates that I'd had underground before leaving the world. When I went back down, there was no XP orb to be found.

Proof that the orb behaves like a normal orb, except is never collected. It had been orbiting me for nearly a full minute when I took this screenshot.
