Same bug for me, and it is disappointing. It seems that my Tropical Fish in my large aquarium always gather in the northwest corner and never really disperse.

ToxicFlux, do your fish gather in the northwest corner as well? If so, perhaps this is due to some default mob wandering AI rules.

It would be really great if fish that were placed with a bucket would have different-than-default AI.
