Yes. This world was created in a snapshot where the woodland mansion was implemented.
I've uploaded three screenshots: The one on top is a copy of the world using the 1.11 pre-release, which successfully generated the mansion where it was specified. The one below is of the original world at the exact same location, which says that there is a mansion there where clearly there isn't. I've also shown the seed for the world in both of these screenshots. The one on the bottom is there to show my coordinates with respect to the mansion.
No. The world itself was created in snapshot 16w41a, and I obtained the woodland explorer map within that snapshot. However, I didn't actually go to the mansion until the snapshot 16w43a, meaning that the chunks that loaded in were not already loaded in.
Really? Good to know they're at least spawning.
Though, the issue still stands: Farmers have not been very desired professions in the past two snapshots. On my 16w39a/b/c world, I ran into a total of 4 villages while on my way to a woodland mansion, and not ONE of them had a single farmer in their population. I didn't see this bug in the list of fixes for 16w40a, so I assumed it was an overlooked issue.
I just realized this ticket is a duplicate of MC-173197. Sorry; I must have missed it during my search check. Hopefully it gets resolved soon.
