I ran across this Jira ticket while trying to resolve the download/update problem on my Minecraft account. I used the instructions in the Mojang Studios Note for the PC and it fixed it. I haven't been able to get downloads for about 6 months now, so I'm very happy.
Specifically, in the settings part of the minecraft app:
I selected 'my content' on the left side, which was the bottom icon
Deleted textures and world templates that were stuck in update hell. You could select the category on the right side, and the specific texture or world template after that. Then I clicked the trash icon below the texture/world template name.
Clicked the clear marketplace cache button on the top right. In my case it took about 4 minutes to finish after the popup from the button click.
Exited out of Minecraft and restarted.
After restarting I was able to download/update again! Note that my marketplace icons on the left side of the screen were corrupted prior to doing the above steps, but afterwards appeared correctly again.
I hope this helps out others - I hadn't used any of my minecoins for a long time, afraid I wouldn't be able to download the packs, but now I can try out some of the newer worlds!
Edit: I was using version 1.19.63 - version 1.19.70 hasn't been available yet.
