Ok, so I ran into this issue recently and fixed the issue by deleting and reinstalling Minecraft.
This doesn't take long and decided to give this a try following numerous YouTube claimed fixes that tell you to delete data from your PS4 (Duplicate game saves, screenshots/ video from your share library etc; you don't need to do this! Unless of course you actually don't have any space left, obviously. I had originally thought it had something to do with my Microsoft cloud account since I was signed in to this, but once I'd removed this feature for syncing data so that you could play on any device, still did not work.
So just to recap, delete the installation only and reinstall and when you load up for the first time, you'll be able to download and/ assign worlds, texture packs and add-ons accordingly.
