I seem to have an idea as to why this is happening. Only Nvidia cards. Opening F3 without the fix detailed in the description shows the display resolution to be roughly 1.2x as large as the desktop resolution. (ie Display in F3 menu states 1920x1080 when in fact my desktop resolution is 1600x900), and going Fullscreen (F11) gives the same mouse movement problems and Display res mismatch, but pressing escape to access the menu shows the mouse unable to click on things unless it is slightly up and to the left. as if the game's resolution and the display are not in sync. Applying the fix restores the appropriate Display resolution in-game, and fullscreen menus also function normally. This is still happening on 1.8.9 for me. EDIT: Should append, DSR is disabled in the NVIDIA control panel, and my GPU is a GTX 960, Java 8, Windows 10
