We tried again after seeing the developer comments. There is a scroll bar before the download starts. Once the download starts, the scrollbar disappears. This work around doesn't solve our problem on the iPodTouch. The progress indicator doesn't update for hours or at all after hours of waiting.
It's been about a week and I haven't heard back from MS CS so I contacted our credit card company. They are disputing the charge with Apple.
My son is experiencing a similar issue. I opened a ticket MCPE-57453 about our problems.
We are on iPodTouch with plenty of storage and 1.31.3 PE. We successfully purchased Extreme Skyblock and Classic Skyblock. It looks like they download, but never do after hours of waiting. Restarting the iPod doesn't help.
I've tried contacting MS CS to get our money back and have heard nothing back.

I tested and agree with Yvette Ling's comment about Tron Tronster's suggestion to tap on Minecoins to start the download after you purchase it with a credit card. I need to check to see if this is truly a "free" workaround or if Minecoins are being used in addition to the credit card purchase.
Purchasing Minecoins sends me down the same problematic path: Apple charging me for coins that never download. Now I need to call my credit card company again to ask for a credit (that actually works a lot better than contacting Microsoft support which answered me after 8 weeks and didn't address my problem rather told me to contact Apple).
Here's an unrelated issue. I tried redeeming XBOX Live gift cards to purchase Minecoins for the iPodTouch and unfortunately Minecoins are only for sale on the PC and Console versions. Huge bummer for my son as his favorite version is on his iPodTouch.
