Yes I have noticed this when playing with my two sisters. Each device will typically see different skins being used. Even if they switch their skin in game I will see the same skin. I must say it definitely irritates my sisters when they want to wear a specific skin!
I just checked my tablets and it seems to be working for the most part, but I do agree the texture packs section is still bugged out. Thank you for looking into this!
