I haven't seen any reports of the 2nd half of my post (skeletons being unable to shoot players that are boarded in the boat with them) - seems like unintended behavior because of the arrow graphic glitch and the fact that most other mobs can attack you from boats.
Should I make a separate report for that part?
Confirmed for 1.14.2 (on the edge of a chunk)

@Bedwarer_ good point you could go on a romantic cruise with a skeleton. Honestly I was just combing thru the game to find if there was any weird behavior with boats so I could report it and feel like I'm helping
