Same issue, just downloaded the game. Only shows up in single player mode, and then only started happening after I wandered a ways from my spawn point (brand new world). It seems like server-side lag, but that doesn't make a lot of sense considering I'm playing offline, alone, in single player mode. I am getting a lot of normal lag as well, that seems to be reduced by closing other programs and reducing render distance though, while adjusting these settings does nothing for the blocks reappearing.
Connected issue: time is passing at a very slow rate. If I watch the stars, they'll move smoothly for a few seconds then jolt back nearly to their original positions. Also, a few areas, maybe 16x16 squares, haven't measured, just refuse to load. I can see all the way down to bedrock/lava/water/whatever happens to be there.
