I can confirm that this bug is still in release 1.13. I use this to link the saves folder to my RAMDisk to preserve my SSD and for performance reasons. This feature still works in 1.12.x however...
This seems to be working in 1.8 for my sister and I, I'm not sure about everyone else though.
@jdtroubleThat's what I was thinking earlier.
For everyone using 14w18a you should downgrade back to 14w17a until this is resolved, this is especially important for Servers as it can affect many players. also using /kill command to destroy the Item Frames isn't a good idea either.
NOTE: downgrading will not corrupt your world.
For everyone who's using 14w18a the only way to fix this without removing the item frame(s) is to downgrade your version back to 14w17a, since this version didn't add any new blocks it won't corrupt your world.
Confirmed, I hope Mojang gets this fixed quickly.
UPDATE: Downloading Java 8 doesn't help Chunk Loading all the way but it helped me a lot when I updated my version. however... its not available on java.com yet but you can get it from the Oracle directly using the link below

These problems didn't happen very much for me in 1.7.x and my Average Frame Rate was always around 60 but ever since the 1.8 snapshots my Average Frame Rate is now around 40 - 50 Frames except in certain areas then its around 70 - 100 Frames.
when 1.8 comes out I hope Optifine will be updated soon after.

@AJ Ruckman Thanks, I knew it wasn't a Chunk Error but I forgot what it was called but I just renamed the problem.
Sorry about that, the server is a local server and I couldn't get it to work locally so I just put it on my File Host and its working now.
@pat Hmm... Well here are a few things I use to help keep my fps high.
Minecraft settings - Turn VSync Off, set the Maximum Frame Rate to Unlimited, and you may have to turn the graphics to fast.
Optifine - The best way to increase performance is with Optifine, it's a little advanced but it can increase frame rate up to 2x more and the client is Vanilla. http://optifine.net/downloads.php
Driver Booster - this program can check for and update drivers automatically and its free. http://www.iobit.com/driver-booster.php
Razer Game Booster - a Great program that temporarily closes background programs to help increase performance. https://www.razerzone.com/gamebooster
RAMDisk Lite - a free program that temporarily uses a part of your RAM as a disk, RAMDisks can Read/Write data 50x - 100x
faster then Standard hard drives

(Note: ALWAYS move the data off of the RAMDisk before Shutting Down / Restarting your computer, also always keep a copy of your data on your Hard Drive)

just created a creative world I definitely saw frame drops when I was exploring it. mainly when I set the view distance to 12 or higher.

Confirmed. also Minecart with Furnace is way too slow and does not push other Minecarts correctly.
The same thing happened to me and I think it has to do with the user profile / server data, try this:
:: For Client ::
copy the save data to the desktop or any other folder you want then delete everything in the location of the game then start Minecraft then move the save data back to the save data folder and that should fix it.
(I only had the problem with the server so this may not work so backup your profile folder first)
:: For Server ::
Delete everything EXCEPT the world folder, the server jar and the start up batch file (if you created one)
(this fixed it for me)
UPDATE: deleted the server config and everything except the mcserver jar and the world and the startup batch and it started working again.
@Talven81 Whoops. just checked the error reports and just realized its the same thing, ("BEGIN_ARRAY but was STRING at line 1 column 1") my bad. hope the problem gets fixed soon.
This is NOT a duplicate problem, My standard Minecraft files work just fine but the server still doesn't work so this is not resolved and its not the same as MC-51590 that problem only applies to client based files.

Just tested it. Looks like it was fixed in 18w31a, as it worked perfectly on my RAMDisk.
