Same on iOS. Two kids, different iPads, neither can download the Frozen pack. It confirms that the purchase has been made and the pack will be downloaded free of charge, and then it is stuck on “Purchase in Progress. This shouldn’t take long”
Deleted and tried redownloading packs from settings>Storage. No joy, frozen doesn’t even show up there.
Deleted and reinstalled Minecraft. Did not fix it.
