Hello, I'm also chiming in. I want to say that I got it right before I tried to get the nether update early in beta like some others but for me, the game wouldn't update so I tried one of the solutions in an official Microsoft help page for windows insider which was to get out of beta, uninstall the game and reinstall, join beta etc. That got me in 1.16 but the cape was gone.
