Experiencing this issue on Windows 11, multiplayer server. Worked fine in 1.18.30, but after upgrade to 1.19, and subsequently to 1.19.10 and 1.19.11 it is still not working. Raid captains are generating in outpost, but no bad omen effect is applied.
