Update: it works in the overworld after leaving the End.
Yes, even unequipped and re-equipped it and it does nothing.
I"m having the same issue. Hopefully someone will look at this soon!!
I was able to find that this issues was report several months ago and still hasn't been resolved...see REALMS-150. Hopefully this will be addressed soon.
