Thank you for letting me know.
Have I misunderstood the website in question as they state at the bottom that issues are maintained on the issue tracker which redirects here. So I was unclear where to post, should I suggest they change the issue tracker for the site or have I totally misinterpreted this information?

How to test successfully: /title @a title ["",{"text":" "}]
Hot to cause a kick in LAN/Server: /title @a title []
However the second command works in singleplayer.
I assume using the blank square brackets in order to run a subtitle will cause a kick, use the correct format with at least a space to prevent the issue.
Can confirm the issue affects LAN and Server in latest snapshots to date.

I do believe that similar issues occurred in snapshots last year before final release, the final release (or later snapshots) stated that finally the title command was fixed.
Clear, 15w34c, Item Remove, Clear Command, Item Glitch.

Experiencing this problem on two computers on two different networks and two different internet service providers. None of the software installed is blocking it, to my knowledge, on either machine nor network.
Some users found using a VPN set to Canada or North America fixed this issue but I cannot confirm this as I have not tried it.
Currently affecting tested installs of 1.13-1.14.X.
